Mix the cocoa powder, granulated sugar, and vegetable oil into the melted butter.
Beat in egg and vanilla until blended.
Add the spooned & leveled flour, baking powder, and salt.
Gently stir the dry ingredients into the wet ingredients until the dry ingredients are moistened. Do not over mix.
Gently fold in the M&M’s and chocolate chips.
Scoop by 2 tablespoons or with a #30 cookie scoop onto the prepared cookie sheets.
Gently press the cookies down to flatten them with a back of a spoon.
Place extra chocolate chips and M&M’s on the tops of the cookies before baking.
Bake for 10-12 minutes. Do not overbake to ensure fudgy centers.
Allow the cookies to cool completely before moving them from the cookie sheet. They will be soft and will need to cool to safely move them.
