Preheat the oven to 350ºF and line a 13x9 baking dish with parchment paper or aluminum foil.
Combine the softened butter together with the vanilla extract, quick oats, flour, brown sugar, and granulated sugar in a large mixing bowl.
Press all but ½ cup of the mixture evenly into the prepared pan.
Bake for 10-12 minutes and remove from the oven.
Pour the can of sweetened condensed milk over the baked oat layer.
Mix the crushed peanuts together with the chocolate chips in a medium bowl and spread half of the mixture in an even layer on top of the condensed milk.
Sprinkle the remaining oat mixture on top and top with the remaining chocolate chips and peanuts.
Press the mixture down into the condensed milk layer evenly.
Bake bars for 25 to 30 minutes until golden brown.
Remove from the oven and let the baking dish cool completely before slicing.
Notes
Use quick cooking oats in place of old fashioned oats for a softer and chewier texture and better binding.
For clean cuts, use a sharp knife dipped in hot water and wipe between each slice.
